Ahmia's home page says it searches hidden services on the Tor network and that you need the Tor browser bundle to access them. It says abuse material is not allowed on Ahmia and asks visitors to report abuse material found in the index, which it says will be removed as soon as possible. The About page says Ahmia is developed on GitHub as a free and open source project, and that onion service operators can add onion domains and sub-domains for indexing.
