Netlas describes itself on its home page with the line "Discover, scan and monitor any online assets". Its search tools cover Internet Scan Data, DNS Records, IP WHOIS, Domain WHOIS and SSL Certificates. The page says it provides access to historical records for all data collections except SSL certificates, and that it can be used on the web, through a CLI, or through an API and Python SDK.
